2300AD Chengdu: How does it work?

I have yet to read 2320, so bear with me if all the answers appear in that well recommended document, but I have a question about Chengdu.

How exactly does Shaoguan work?

A combined colonial effort of Manchuria, Canada and Nigeria, plus Life Foundation and smaller nations. Obviously the Manchurians wield most of the power, but how exactly is this colony organized?

Does every citizen gain citizenship to all the countries? Do Canadians and Nigerians become Manchurian citizens?

Day to day operations: Who runs customs? Does a Nigerian ship get a fast track but an American ship has to wade through red tape?

Protection: It is mentioned that there is a Colonial defence force station on a couple of islands not too far from the city. Is this a combined effort? If so, how does the language barrier work? If not, is it a Manchurian force or a rotating contingent from the founding members?

This colony intrigues me.

I don't have 2320 in front of me, but from what I recall it doesn't go into that level of detail.

So you're basically free to develop whatever works for your campaign.

Of course, even if all of those questions were answered, you could still do what you wanted in your campaign...
 
I've always played it that things like customs/quarantine are controlled by whoever controls the orbital terminal unless canon said it was shared and if neccessary made a second customs check 'dirtside'

citizenship was never a big deal in my campaigns but racial antagonism was ie french vs german being based on how they speak rather than their passport/birth certificate

as for how to play it, I've assumed that enclaves are seperate mini-colonies with minimal development points ie dependent on the main colony for bigger ticket items like SPS or catapults

Simply, it's a Manchurian colony. There may well be regions settled by a specific non-Chinese ethnicity, but they're settling in a Manchurian territory. In the same manner, Pennsylvannia was not a "German Enclave", nor Minnesota a "Norwegian Enclave".

I've worked from that assumption for Chengdu as well. It might be easiest to think of Manchuria's Chengdu colonies as the equivalents of Hong Kong or Taiwan, with much loose immigration policies and a measure of multilingualism/cultism.

It's worth noting that Chengdu is home to a Canadian population much larger than that of the Finger. This says something about Canadian priorities, IMHO.
 
post WW3 would canada even still exist? One could easily see US or even Russian forces makeing a run on the great white north. Quebec would probably become an independant state if it were not absorbed by the remanants of the US along with the rest of canada.

Given the state of the United States, what with its three-way civil war and devastating drought and all, that would be an achievement.

The French and British probably wouldn't allow it (although New America was very active in Alberta ISTR), and they're probably more significant military powers in the 2010's etc.
 
because the north eastern US lacks the population to conquer canada :p

Post-Twilight ...

Franco-British assistance in the unlikely event that MilGov or CivGov or New America wanted to waste time on invading Canada seems likely, since they seem to have favoured the fragmentation of the major combantants. They did nothing to prevent the formation of three Chinese states, they were quite active in supporting the fragmentation of the former Soviet Union, and they famously loved Germany so much that they made five.

Why would the United States be more or less fortunate than Germany, the Soviet Union, or China in that respect?
 
As I mentioned in another thread, I actually did away with Canada.

I had Quebec grab the Eastern Provinces and then become a Department of France.

Central Canada became part of the restored United States. Just add more states!

Utah declared it's independence and became the Nation of Deseret.

Western US (west of the Continental Divide), western Canada and Alaska became a new state allied to Manchuria called "Pacifica". I gave this country all of the Canadian offworld colonies.

Pacifica was formed when the western states had to join forces to stop the northern advance of Mexico. The decisive battle was later called the "Battle of Big Sur".

It may not have been realistic, but I wanted to break up the US like the Soviet Union and China had been broken up.
