A CONTEST: Mercenary Unit Ticket

Intelligence report :

This is info any of the contestants officers can easily obtain and may be regarded general knowledge- provided by research and the client. This does not include any current humint intel.

Feldmaine did have an air force, the Feldmaine Army Air arm. It t consisted of 23 transports of the four engine variety (think C 130 Hercules) and 12 twin-engine turbo prop fighter- bombers. It maintained some 320 personnel, however it has since been disbanded in the last year.

The Air Marshal, one Gennis Denerissi was a career officer, early in her career educated on Annapabar and a former member of Imperial Coacc forces. Moving to Feldmaine some 25 years ago (where career opportunities were better and the command positions more available) he was a charismatic and popular commander who was largely responsible for the Air Arms formation and nearly single handedly educated its current crop of officers and pilots. However, he loudly opposed Julian’s new rule, with the result that he is now a political prisoner. The air officer’s corps, never large, either fled to avoid the purge that followed or were killed off or imprisoned. However, as a result, the only really qualified pilots were removed from the equation and thus the air force remained grounded until Julian replaces them, something he has yet to do. The aircraft remain secured in their hangers at the main field in Julianus (formerly Hadleyburg) the capital of Feldmaine.

Feldmaine has naval assets, all wet navy, although nothing of note by any real standards. Feldmaine only has one coastline, but several rivers; all the naval vessels are of the cutter and gunboat variety.

There are two starports, but in reality this is gilding the lily, they are best described as landing points- there is one in Julianus, using the bay as the primary landing point. It has a minimal passenger terminal, much on the order of a bus station for those who might want to take a berth on one of the freighters that land here, most of whom refuel from the bay there being no refined fuel available. There is a large warehousing complex, as this is a freight transshipment point.

The other, a large expanse of poorly maintained stretch of tarmac and dilapidated sheds, is upcountry in the “bush” (local slang for the interior hinterlands, mostly still only sparsly populated) and features only a number of dilapidated sheds and a small mess hall, as it was owned by a logging company that shipped offplanet exotic woods until the bottom fell out of the market. Now it stands deserted barring a one platoon garrison of troops of FA, as until recently it had been used by a shipload of travellers operating a 200 tonner called the Gloryhole to smuggle drugs in system. Although they were caught, they made a getaway about eight months ago, shooting up a fair number of constabulary in the process, since then a small unit has garrisoned there and patrols the region. Regarded a punitive posting (none believe the Gloryhole would be dumb enough to return to the field, but stranger things have happened) the platoon is manned by stockade rejects, or more recently those who have evinced the ire of their political officers.

Currently the population is in a state of restless political unease. While Julian has never been popular, his chokehold on the country is one of force of arms, and he has maintained a ruthless grip. The general citizen is closely watched, and private possession of firearms is strictly forbidden with a lengthy prison term, if the culprit is lucky, Curfews are in place, and the economy, while stable, has lately been suffering inflation.

Julian has not proved popular with his neighboring states either - Unteguya to the north, and Liminariu to the west - both regard him a variable in an otherwise fragile diplomatic equation, and as such have not overly friendly. Since Julian has closed the borders commerce has suffered, and both neighbors are watching developments.

The client assures the mercs that (through contacts they have made clandestinely with both countries) neither will interfere so long as the fighting does not spill over. So long as their borders are not violated, they will stand aside, but incursions will not be tolerated.

For obvious reasons, the client wished a definite set of rules of engagement- there is to be minimal collateral damage, and the impact to non-combatants is to be minimized. The Client understands full well that in practical terms there is no ideal, however, he also points out that this is their home – no need to destroy the house, as it were.

Security for Jerritta will be provided by the unit until she leaves planet, at which time the unit is responsible also for her security until their arrival. There have been assassination attempts, and the client says his peoples assets are drained- he has only ten men on hand to insure her safety, and they are stretched beyond their limit.

Have you looked into whether or not AOL provides webspace? I know most regular internet ISPs do so but no idea about AOL.

For now just emailing them would be fine.

Who is this transportation arranged through, Jehaunnan Lines? What is Jehaunnan Lines, are they local to the planet or to subsector and beyond? Do they provide service to any starport in Sauma Forain and if not who provides service to Feldmaine’s two starports?

Casey

Jehaunnan Shipping Lines is a small consortium that operates a shipping opperation through the subsector, running a variety of small ships and frieghters to the more (figuratelvely speaking) remote planets in the subsector proper. Primarily operating in speculative cargoes, they are often the only intersteller transport some planets see on a regular basis.

Jehaunnana owns privately the highport (which is really more of a waystation than true highport) and use it as a orbitaly fueling platform. There is no provisiosns like other highports, its only accomodations being the tiny TAS hostel and crew quarteres for the station crew which numbers about forty.

Jehaunnan operates about a dozen subsidized freighters and several owner opreator run ships all over the subsector and the sight of their corporate logo ( a sailing ship on a stylized starry ocean) is a common sight on many of the lesser travelled worlds. They visit most of them regularyly if infrequently, some no more than four times a year, some more often if the buisness warrants it.

While the client has made arrangements for transport through other means (all of the clients contracted vessels are J4 capable, and Sauma Forain is a LONG way off ) Jehaunnan actually treats Sauma Forain as a regular service stop, and puts a ship there on the average of every three weeks or so.

They maintain a small depot and headquarters on Sashis Downport, and from here they run a circular route from the A port of Sashi to Triton and then (as follows) 206-521, Kha Amon, Shiirsage,Sauma Forain,Shii, Lakeham, Ibix, Gimram, and Horner finally back to Sashi. The B-ports of Triton and Kha Amon are used as hubs from which they operate contracted owner run vessels to the lesser D. E and X systems in the area. they the lesser main visiting the E and D class ported planets.

Jehaunnan does visit the smaller ports on Sauma Forain, but really these are really little more than cargo drop off and pickup points with minimal if any refueling capabilities and no facilities resembling a real starport - think more on the order of railroad sidings at a factory.

As a result, while they are visited, it is only sporadically -if there is no cargo ready, they only land at the Dport in Cellier.

Since the incident with the smugglers, Independents have been few and far between to Feldemaine, more at Feldemaine's wish than otherwise..

Clarification:

The clients contracted transpports are J4 capable, and can make the Annapabar to Sauma Forain run in 8 weeks, assuming no layovers. While 8 weeks with little or no off ship rest will stress the crew, it will not detract from there performance on arrival.

The Transports are mass freighters modified to carry live cargo, and will for the nonce operate as troop transports. While hardly a liner in accomodations quality, they will serve the purpose.

A smaller vessel carries the officers and more volatile cargoes - basic ship stats and specific s will be listed here in the course of today.

Hi guys!

regrettably delays have slowed us down, as the Judges have all in the past few weeks had a mound of RL dumped on us...but having cleared that up, we move on!

Maps for Sauma Forain are being sent, please note the reference files will be included in the Intel breifings which follow.

Liam has only in the last few days returned incountry to Iraq, where he has been amply busy, once he confirms he's back in action with us, Phase 3: Execution begins.

This Intel package going out will represent advance teams intel, and upon reciept is two weeks old - this is the bundle of reports meeting the contestants forces enroute to Sauma Forain.Remeber, it won't be complete, but is an overview of the sitch when the teams arrived, released 48 hours after their arrival.

Another more copmplete one will follow in one week from today, reflecting the travel times involved and is the Intel reports awaiting the forces on arrival in system. Once that is recieved, its ground landings and operation onset.

This first package is going out today, and should be in your boxes as of this posting: once the judges acknowledge the breif it posts as well, today sometime.

The maps are scanned, should there be format issues, post here and they will be resent in whatever format proves best for you, the contestant.

NOTE...the following document is the base intial intel reports, and is general and applies to both contestants equally. The individualized reports will be sent via emails to the respective contestants.

Veltayne, your email bounced, please email me asap at sabakakrazny@aol.com with a good address and I will forward documents to you immediately.

Intel Report 002
Time in field: 48 hours.
Subject: Initial evaluation and threat analysis of target area: Feldemaine.

Team inserted at the Starport located in Giidersi City, capital of Celier Free States and made rendezvous with client contact without incident. Team rested 8 hours while making arrangements for transport and insertion into Feldemaine as per opord. Team operated in Cellier Free States for one week, and proceeded into Liminariu via private rented transport as well as rail transportation, Inserting into Feldemaine under the cover of traveling workers subcontracting construction.

Team undertook detailed evaluation while in transit. Overview in this report will be followed with more detailed and complete current data via burst and secured transmission as per previously arranged contact times upon mother units arrival.

Current Political/Military Situation, Cellier Free States: Overview.

Command is advised that of the three main countries besides Feldemaine on the large continent, Cellier is perhaps the largest in population base as well as industrial capacity as well as overall Tech Level. Current political situation is of note as Cellier Free States (CFS) is a republic- this year is an election year, and several candidates are vying for lesser offices, although the position for Prime Minister is not up for another two years. As a result, foreign policy is of particular interest. CFS has upon research proved to actively involve itself in foreign policy and maintains extensive trade with its eastern neighbor Liminariu, much less with the less developed Uteguaya.

NOTE TO COMMAND: all three countries (Feldemaine, Liminariu and Uteguaya are to all purposes what may be regarded “third world” nations, both in their overall standard of living and capacity as well as their political stability)

CFS is fully TL 6 and is to all intents a local superpower as is the Keriinguusa Republic, (KR) both are heavily allied and share mutual interest, and as a result both are the major military powers. However, neither is expansionistic although they aggressively defend their borders. Demaine, a large island but with a smaller population almost entirely of Luriani has been engaged in a series of brushfire wars over resources in their local ocean area: this is not anticipated to be a factor in the operation.

CFS operates an effective jet powered air force and has limited naval assets.

Currently the political climate precludes CFS involvement in the Feldemaine region, as it is generally regarded as too distant to be at issue, but indications are the CFS assets are watching the developments. Public support precludes CFS involvement, and statements from Government house as well as assets contacted covertly support this.

Overall Climate: In CFS, the weather ranges from temperate to cooled in the northern climes, and CFS is generally cool even in the summer months. Snow is common, and the coastlines see considerable above average precipitation.

Transportation: CFS has an extensive rail system in place and well maintained via private ownership and the vast bulk of heavy transport is via these railways. Roadways are extensive and well maintained and see considerable traffic and are capable of sustaining heavy vehicles. There is a fair number of airfields plus several “tarmac” star ports, though the only true star port boasting facilities is in Giidersi City. Public transport is common, again via private company operation, and all major cities boast mass transit systems.

Analysis: While the data supports no hard conclusions at this time regarding CFS intent, due to internal factors, research and trends analysis the following speculation lends itself to postulation:
1. CFS policy in external affairs has been to engage in trade and aggressive market economy tactics but very little military involvement- trends analysis concludes that unless CFS interests are directly involved or her borders invaded CFS will not intervene or support any action regarding Feldemaine.
2. CFS may and has involved itself in political affairs outside its borders in diplomatic functions and interventions and trends analysis leads this officer to believe that the CFS, if it does involve itself, would be via this venue. However, the political events (election year, several incumbents and a series of platforms all stressing less aggressive foreign policy) indicate that this is highly unlikely unless the operation spills over into CFS territory.
3. NOTE TO COMMAND: this current policy on the part of CFS may lend it to functioning as a neutral state, especially as it has the only realistically feasible down port.
4. An Imperial consulate is in the Capital of CFS, Giidersi City. It is poorly manned and is more to the order of an economic affairs office, however light contact indicates that they may prove a point of Imperial interference. The Charge D’affairs is a career bureaucrat slated for retirement in two years and has evinced a history of marginal performance, however the Imperial Military Liaison is a young Naval Commander, ambitious, and has twice passed chain of command to flag incidents in other countries. As a result his credibility may be marginal, but this officer believes that he may prove to be difficult should questions of conduct arise.
5. CFS military is almost exclusively TL 6, and while they field a formidable force in country, they rely on locally produced armaments. They are stiffened by externally imported higher tech milgear, but this seems almost exclusively in the area of communications and control and is not commonly encountered in the field.

Current Political/Military Situation, Liminariu: Overview.

Liminariu is a socialized Representative Monarchy, based on six founding families acting as a stump government through nepotism and developing into at best moderately effective nobility. Each family controls a province and governs each according, thus while politically stable Liminariu tends to be economically \weak as the nobles locally appear very fractious. Industrial capacity is fairly light with the bulk of the Liminariu economy being based on agrarian products; Liminariu is in fact a breadbasket for the continent and does considerable trade with both CFS as well as Feldemaine supplying both with nearly 60 percent of their mutual grain and other agricultural products.

NOTE TO COMMAND: while CFS would not likely involve itself in matters regarding Feldemaine, it would certainly react were Liminariu threatened as Liminariu is a major source of food supply; CFS has traditionally regarded Liminariu as its primary interest in the region and has aided the Families in assuring their governance in the interests of stability to assure its grain shipments.

In southern Liminariu are two shallow inland salt seas connected via a large waterway to the ocean on the coast. There is a significant population of Luriani living in water based cities in the oceans, and both are heavily aqua cultured. Also notable is a large population in the several tens of thousands of Luriani refugees from Feldemaine, and many others who have relatives there; these expatriates fled the country on Julian’s rise to power from the bay based aqua domes in Feldemaine before they were secured and many harbor strong resentment. While Julian did not target any particular ethnicity, the Luriani enclaves were the last to be secured, as a result the bulk of expatriates are Luriani.

Liminariu is on the whole a TL 5 country, with about half its population operating at TL 4. The bulk of the population is centered in three urban centers on the coasts of the inland seas, and the rest are village based in the various provinces.

Militarily Liminariu has no effective military to speak of – each family operates its own private army and secures their provinces individually, all using their military as police forces as well. Most are equipped to no better than TL 5, and almost all small arms at that. This is a factor that Julian has made note of, refer to notes below. Trends analysis based on humint observation and populace contact indicates that the Families squabble among them selves almost constantly, and the populace regards them as realistic non-entities, most content to pay their taxes and let such matters go. Of late there as been disaffection, however, prompted by threats from Feldemaine and a of late serious case of neglect on several of the ruling nobles regarding their subjects. As a result this officer cannot regard Liminariu as especially stable, but given the overall lack of either leadership or military capability they are no real threat to the operation.

Climate: Liminariu has a variety of climes, but is predominately warm and humid throughout. There is extensive surface growth, and temperate ranges are moderate. Precipitation is moderate, with the greatest being along the inner plains.

Transportation: Roads in Liminariu are extensive; however beyond major highways they are often poorly maintained as such falls under the purview of the local noble, as a result they can range from quite good to nearly impassable. There are railways in place, but these are all extensions of privately owned railways from companies based in CFS and as a result though well kept they are limited in scope. Airfields are many if rudimentary, there being a large number of private aircraft used largely in crop dusting.

Analysis: Data indicates some interesting points of note for command, which are enumerated here. Liminariu could prove a significant variable in operational considerations depending on the operations flow.

1. Due to the divided nature of Liminariu’s leadership, Liminariu will not likely intervene in the operation unless the unit crosses the borders, at which point the Noble of those provinces would react. They are unpredictable, as their actions would as likely be predicated as much on self-interest as on military issues.

2. Julian has on several occasions intimated that had he the opportunity he would invade Liminariu in the interests of securing Feldemaine’s primary food supply, something Feldemaine is certainly capable of doing. Thus far he has been stymied by the CFS, who have made it plain that were he to do so they would intervene militarily, as a result Feldemaine has not moved on Liminariu, but Intel, humint and research point out a heavy concentration of troops along the Liminariu border. This has resulted in considerable tension along this border with incidents as recently as four weeks ago and as a result Liminariu has some military presence along this border as well on alert, although they are much outclassed by Feldemaine forces in equipage and quality. This officer speculates that only CFS involvement has prevented a brush war in this region.

3. Luriani refugees are a very real presence in Liminariu, and have been vocal in local affairs regarding Feldemaine. The client has maintained a number of contacts through this community, and many still maintain contact with their Feldemaine counterparts. It should be noted that the Luriani travel extensively underwater via submersibles, and that Feldemaine had little success in monitoring their movements until recently, this being the primary reason for building their small navy but to date Feldemaine naval forces have proved largely ineffectual.

Current Political/Military Situation, Uteguaya: Overview.

Uteguaya is a large country with a comparatively small population base, heavily forested and boasting a mountain range. The team did not travel through this region, but research and contact information has yielded the following:

Uteguaya is country of a multitude of villages and towns all acting as what amounts to tiny city-states. There is a loose confederation and the village and town representatives meet yearly on matters of law and policy. The country is effectively led by a commissioner, and the government is for all purposes non existent, what government there is seems centered on public services such as maintaining medical clinics, road and transportation maintenance, and the like. There is little police force, the whole country is evidently law 2 or 3, and the citizenry are all highly individualistic.

Heavy industry in non existent in any sense, most of Uteguaya’s wealth being mineral resources obtained by sink mining or strip mining: principle resources being petrochemicals, coal, and extensive copper and iron ores.

Uteguaya has virtually no military at all; small militias in place acting for common defense but indications are they are less than a battalion, however nearly every citizen routinely goes armed. Although Julian has made political statements indicating he could expand into Uteguaya, one attempt to do so was aborted, While Uteguaya had no military presence, the six months of ongoing guerilla style attacks resulted in Feldemaine withdrawing, and Julian has not indicated any desire to expand northward in spite of the mineral wealth above the border.

The climate is bitterly cold as a rule and heavy precipitation is common, in the winter heavy snows and ice routinely make the roads impassible. There is one rail line, that services all the mines, but most heavy transport is via truck. Barring the one highway, the roads are uniformly bad and the highway is in need of extensive repair.
Analysis: The team was unable to make any qualitative analysis, as we did not go there, however this officer feels that Uteguaya will not affect operational issues at all.

Current Political/Military Situation, Feldemaine: Overview.

The Feldemaine Government is as has already been represented, however ground based humint and follow up as well as trends analysis based on findings here have yielded interesting results.

Currently there is a high state of awareness in the street population of the tensions on the border, however the local news service (completely Gov controlled) has spun this as aggression on the part of the Liminariu Families. This is a relatively credible spin as such has happened before though not in recent years, and so public consideration is mixed but heavily in favor of securing the border.

Julian has as of this teams arrival just completed a purge following an abortive and very poorly executed assassination attempt…whether this attempt was made by the clients forces or private concern is unknown at this time, the team will look into this. As a result a sweep has been made of all dissident factions and a large number of individuals arrested and detained. To the teams knowledge Julian’s internal police have rolled up two cells in the process and captured elements of a third; this third element was a by blow rather than intentional and they may effect their release directly if they are not found out.

Indications are this purge has become a routine matter, the police and BFSS forces moving both quickly and smoothly.

All border entry points along the land borders are patrolled with checkpoints at every road crossing the border, manned by BFSS personnel. All are equipped with small arms and soft skinned transport, but although the checkpoints are of solid construction none seem bunkered and no heavy weapons are emplaced. Manned patrols (also BFSS) run frequent sorties along the borders, and internal checks of the citizen on the street are both random and frequent enough to be regarded as commonplace.

Lake Renko is a large, relatively shallow body of fresh water, and has a Luriani community in it, currently deserted. This lake lies on the border and as with the Luriani communities on the coast was difficult to secure, due to its size and location is perhaps the most porous point in all the land borders. The community was evacuated, and the lake is heavily patrolled by armed small boat. These small gunboats are operated by the BFSS and are locally reputed to fire on any craft with little or no provocation, resulting in the fresh water aquaculture that was so prevalent here to dwindle to a standstill, and fishing boats are now rarely seen. This has caused significant local hardship on both sides of the border, and incidents are not unusual here.

Large checkpoints, always garrisoned by BFSS personnel are in place on the Liminariu border at Intercountry (IC) 8 at both points where it crosses, while there are smaller roads along the way they are manned by local BFSS detachments. The border crossings at the Uteguaya border at IC 7 and 5 are also similarly manned, but due to the Liminariu tensions and the long history of low action on this border, the Uteguaya checkpoints are notably more lax.

NOTE: Feldemaine has no railways in place having never laid any track or invested in the companies, the nearest railhead being the spur at Tillman in Liminariu. Feldemaine has instead always depended heavily on truck and heavy vehicle transport instead, as a result its intercountry roads are very well maintained and in excellent repair year round.

There are also several ports, all in the Gulf of Julianis, which the capital of Julianus rests on or along the coastlines, and much heavy freight is managed via waterways. While there is no real navy presence beyond that enumerated, several fishing fleets as well as a number of commercial freighters operate from these ports.

The airfield adjacent to Military Base 06 at Julianus is a dual purpose airfield, while it formerly was a military field as well as commercial one the military aircraft have since been shifted to MB 07 and all commercial flights come into this airfield exclusively. The only military aircraft currently operating here is a LifeFlight , operating two rescue helicopters from the nearby hospital, and a BFSS detachment operating two transport helos and three small two place police helicopters. Only the transport copters are armed, with flex guns at the doors.

Currently there is considerable tension in government circles as the rebels have engaged in light actions, most to little effect. Political dissention is harshly punished and acted on swiftly, as a result the team has remained under close cover.

Military presence is pervasive, but the regulars are less in evidence than initially expected. The tensions along the Liminariu border have pulled mach of those forces there; as a result BFSS presence is the most usually encountered. BFSS maintains a presence at all transportation hubs, and routinely patrols the street. All are armed; usually small arms ranging from pistols to the more common SMG. Each BFSS station maintains a small armory, and we believe they contain ammo stores, SMG and grenades as well as riot gear. Although we obtained no data as to heavy weapons, it seems doubtful they routinely keep any. The small stations, called precincts, typically manage 20 – 50 personnel to man all three shifts.

Major BFSS stations in the major population centers are a different matter and can be anticipated to have at least a platoon of Special Police; while ordinarily tasked as riot suppression they are SWAT trained, and the Main stations always have at last two armored cars mounted with LMG or turret riot suppression weapons (water cannon and gas dispensers). The armories can be expected to have heavy weapons in these main stations, and there is usually from 20 to 100 personnel operating from them.

The major military bases at MB 07 and MB 06 are permanent regular garrisons, and have full facilities in place for up to a battalion, although they are usually only garrisoned by a company. They can, however, support up to a battalion, so most of the barracking and facilities lay idle most of the year.

The regular Army’s armor units are based in MB 6 and MB7, however, all armor at MB7 was as of this writing on the move to be deployed at MB 01 and MB 02, with two platoons at each being assigned. They are operating TL 6 tracked armor. Each has one company of infantry with them, in TL6 AFVs…however, these are not true AFVs but are armored trucks on the order of halftracks, but all mount a heavy weapon.

MB 6 has a company of regulars, but the base is shared by Julian’s personal force, as a result this base is perhaps the most active of the lot. Also, national HQ for the BFSS is at this base as well, and includes a large prison facility.

Television and communications are government owned and sponsored, and there are Gov radio stations in every major city. However, there are only three government TV stations, run in Julianus, Wilton Marsh and Heritia. These TV stations rely on satellite uplinks for their broadcast, using leased time on a private geosynchronous satellite owned by a combine based in CFS. There is a fourth station in Andilet, but has not yet been put into operation, however data suggest that there is a complete compliment of personnel and equipment in place- it is scheduled to go on air in 9 weeks.

I have been unable to contact Liam, I suspect his duties have his full attention. No prejudice to him, lord knows, but we must move on.

Look for that posting by Tommorrow. Phase Three will start Monday.

Phase Three Begins Today

Please have you preliminary plans of execution ready by friday for overview.

Beginning of Phase Three is assumed to comprise Entry in system, and the opening move of the mission.

Plan should include Landing, Opening objectives and Month One Goals .

The Judges

Gunner Chelsea M. Ward entered the vehicle bay, wincing at the sound of bagpipes. She set her teacup down on its saucer and glided across to the front of the Missile Sled Vivien, knocking loudly but politely twice on a hatch. Raising her voice, but not too much, she pronounced, “Morton, I have been nursing a cold and here you insist on this infernal racket; The Battle of Falkirk Muir I do believe-“.

The hatch opened and the smiling face of Commander MacDhùghail appeared, the music growing louder.

“Just a moment Miss Ward-“. MacDhùghail reappeared after the music stopped. “Yes Miss Ward, we’re due to enter orbit in an hour and…well.” He looked sheepishly down for a moment. Proudly, “Vivien’s nae a Hielan’ dirk but she’ll hunt braggarts like the bonnets blue did General Hawley well enough.”

Gunner Ward smiled briefly and took a sip from her tea. Setting it back down again she motioned with a flit of her right hand for MacDhùghail to continue while scolding him with “Morton, Sauma Forain has more than ice and snow.
