Characteristic increases does not seem correct.

Humans have a char max of 15, at least for mustering out benefits.

Yes, as pointed out previously, this applies for mustering out benefits but not specified for characteristic improvements from a skill table.

I think it is reasonable to assume that that is a general rule for human stats, and not just for the mustering out tables, especially since every other iteration of Traveller capped human stats at 15.

Otherwise, think how those stats would interact with the task mechanic which is based on rolling under a controlling stat. If an average human is Stat=7, with no other modifiers an Average task (2D) is a 50/50 chance. A Difficult task is roll under your controlling stat on 3D (Avrg. 10-11); a Formidable task is roll under your controlling stat on 4D (Avrg. 14); An Impossible task is roll under your controlling stat on 5D (Avrg. 17-18); ... etc. This would mean that with Stat=33 (as the EDU of the character above), the character would have a little less than a 50/50 chance of successfully performing an umodified task check on 10D of difficulty (Avrg. 35), before skill modifiers.
 
Emperor in T5.10/Bk 1 (p. 55) is explicitly C6/Soc=H (17), (though there may be one place that says J (18); I could be misremembering, however).

Imperial Family is variously listed as either C6/Soc=G (16 - equivalent to Archduke) or C6/Soc=h (17 - above Archduke but below Emperor).

You're right. So I must be using notes from Marc then.
