I found this in Hard Times (p16)
Unable to do more than survive, Strephon's cause was dealt its final blow in late 1121 when regents from IRIS eliminated Strephon as a contender for the Iridium Throne, as he declined to submit to a number of tests intended to establish whether he was an artificial being.
By refusing, Strephon essentially confesses to being a fake. It has the same effect.

As to why the Imperium flew apart so hard so fast, you had at the start 2 very strong willed protagonist in Dulinor and Lucan, who forgot their duties to the Imperium, and sought to inflate their egos. You had a Moot that dithered for too long over the successor, and then abandoned Strephon after he had revealed himself. And you have Strephon himself, who became so worried and fixated on the Empress Wave, that he neglected the Imperium.

Strephon realized the Imperium had problems and had enacted reforms. One of those reforms elevated Dulinor and fed his ego. Strephon choose badly.

Going through Survival Margins, it seems clear that Strephon refused IRIS (Imperial Regency of Intelligence and Security) to effectively be declared a fake.

Okay when this started I had 3 questions.
1) What happens to the IISS during this entire time?
I can imagine that the various scout bases would operate independently, and many dedicated to keeping the X-boat lines open. The Vargr would respond on a case by case basis, but it would be advantageous to the Vargr to keep the communication lines open, if for no other reason than intel on the rest of the Imperium. But I can see many Vargr wanting to knock over an X boat or a swarm a scout out of pure sport, or boredom.
2) ... and then what?
It appears that the Vargr are raiders more than governors, however they do have a "Church of the Chosen Ones" thing going. On the third hand, Vargr politics are fluid and chaotic, so ruling the humans of Lemish would probably be subcontracted, especially on a system with a previously existing bureaucratic structure.

Lemish subsector is "the Wilds" and undergoing major combat from 1117 thru 1121 or 1122. Things seems to have settle down by 1125, but it is still the Wilds, cut off from the 3rd Imperium and devastated by Vargr raids. The Vargr do move on to Depot, and as a mercenary band The Vaenggvae, a corsair group, does take Depot. There appears to be a 3 way war between Glory of Taarskoerzn, the Vaenggvae, and the Irrgh Manifest for most of this time.

There is this comment, apparently from MegaTraveller Journal 2 which states

I don't have access to this source (DGP) but it could not be too many more, as Lemish had only one million people to begin with. If casualties are that high, Lemish might get a reputation as a ghost planet, encouraged by the local population. If the Startown outside the ruins of the old Imperial Starport is devastated and depressing, and many Vargr who venture further out do not return, and those that do speak of horrible nightmares, then keeping the majority of Lemish Vargr free may be doable.

Having said all that, there is a high probability that many Vargr may not want to raid, but do want to settle down and farm. Lemish's tainted atmosphere would limit that population, but there are likely a few thousand Vargr settlers during the time from 1117 to 1131.

3) Lemish is almost half way between the Deneb Quarantine zone and the Vilani border, after the Virus. around 1205 there was some scurmishes between the two. Is there any details on these incidents?
So far I have found no specific incidents over Lemish. There is a treaty signed between Deneb and the NZS in 1208 establishing a buffer zone, which would obviously include Lemish. Naadi and Depot would more likely be major battle zones than Lemish, as they form a more direct route. (Although sending elements to Lemish might serve flanking maneuvers).
There are no records for the time 1131 to about 1200, so that whole block is available to be written. You have the Virus attack. In a different thread I proposed that the bureaucracy of Lemish would employ tech level 12 synthetic intelligence to aid administration and surveillance. Also it is highly likely that tech level 12 farms are highly automated. The Vargr raids and attacks have destroyed most of the ability to keep high automation in good repair, but there is probably a sufficient machinery to be problematic for some time. There is a high probability of a one or more of the synthetic intelligences becoming mutated by the Virus. If more than one does 'evolve', then one could see a different kind of cyber warfare occur.

What I decided was, shortly after the main fleet left for Coreward, the Reserve fleet decided to do some kind of show of force operation that went horribly wrong, got a lot of folks killed, and emboldened the Wild Vargr from Irrgh and the Glory to attack. Refugees flooded Lemish system as the vargr advanced from Coreward.

Lemish had two capitals. Franklin was the planetary/system capital, while Novograd, on the other side of the starport, is the sector capital. Franklin got pretty much destroyed, the starport got pounded and a lot of the refugees were slaughtered. That accounts for a big chunk of the deaths, however, Lemish does get hammered pretty bad.

It would be fun trying to put together a set of rules - Objective setting wouldn't be simple! Troops that evaporate when they plunder successfully would be a nightmare. Units that change sides would make counter design tricky. Rules would be needed for the activation of the Depots' and Base's units. Some planets are noted for logistics reasons and their loss is devastating for that reason - Again an interesting proposition.
 
And 24 hours without internet ("fibre cables broken by 3rd party") got me looking at the Fifth Frontier War rules and seeing what would need to change for the Vargr Incursions of 1117+.

How many takers would there be for a rules set, counters and map?

Anyone give advice on whether free-sharing such would get me shot for copyright issues?

"Requires a copy of 'Fifth Frontier War' to play" would be a good start.

One of the HIWG groups did an extensive breakdown of the incursions in Lishun Sector. It might have been the inspiration for the background in DGPs Flaming Eye, but the HIWG Lishun material vanished completely as far as I can tell.

Examples include Domain of Deneb Fleets and Admirals, Mercenaries (various published sources - Droyne, Nenlat and Human shown), UFA Fel Fleet and Chief Admiral, Imperial Marines for Deneb (Humana nd Vargr) and New Ziru Sirka. Some squadrons.

Any comments (other than blurriness which is something to do with the JPG extract and needs fixing at my end somehow).

Megatraveller's map of the the Spinward Marches (ca. 1120) shows the Domain of Deneb is hard pressed because of the Aslan looking for land, invading from the Rimward side. This is bound to have had some effect on forces available to fight Vargr. They have taken over Glisten and are intruding into the adjoining subsectors.

A copyright lawyer might think so, but a potential participant who is under the age of 40 (when was FFW released?) might disagree.

If this were to become a PbP project on CotI, burying the needed rules-page-copy on Page 2 or deeper in the thread might keep it 'close among friends' enough to be effectively "not giving free copies to the public".

IANAL, nor am I an owner of a copy of FFW.
 
Looking good so far. Would need a legend to work out who is who.

Because of Lemish's tainted atmosphere, they have only a battalion of battalion stationed there. Both the Duke and the Baron would have a few huscarls around.
 
The original way I wrote this up, the Baron is killed defending the Barony and survivors from the initial vargr onslaught, along with about 3/4s of the population. When he is found by the vargr, there is a local vargr standing over him. Due to a communications confusion, the local vargr is given credit for killing the Baron, and granted the Baron's lands as a reward.

The Baron's son was off Lemish at the time of the attack, checking the defenses of one of the outer planets in the system. He is able to jump to Depot, ahead of the vargr and begins assembling a fleet to retake home.

The Baron's daughter and the baron's surviving huscarls mount a resistance on planet. The local vargr, a "Khazgho Zen", who was credited with killing the Baron convinces one of the vargr factions to attack Depot, with the idea that they would be wiped out. Unfortunately, it proved successful, but did pull many of the vargr forces away from Lemish.

Some vargr from the wilds do want a better life, without raiding, just a plot of land to call their own. Many settle on Lemish and friction between the two groups proves a challenge for a few years. But over time, a live and let live attitude took hold, the cities and rubbles were clear, dead buried. The Baron's son is able to make it home, and retake his father's land.

And then the virus hits.
