A couple of my favorite cartoon villains:

Savoir Faire ("is every-whaire!"), nemesis to Kondike Kat.

Don Carnage (pronouce: kar'nahj), from Talespin.

After the Space Shuttle Challenger disaster, I ran a Traveller adventure using a patron named Morton Thiokol, who of course turned out to be the villain.

I was very disappointed in my group that no one figured out from his name that this guy was going to turn out to be the villain.
