Ok finally got around to getting this and pretty much everything else. But I was flipping through the book and I saw that America has a TL of B, shouldn't this be C? I mean I do understand some of their stuff is old like the M9 but doesn't it state in the Earth/Cybertech Sourcebook that they have tech just as good as anyone else? Also most of their primary trading partners are 12 and even L4 is a 12 so is this just an oops?

America in T2300 is no longer a superpower, that distinction belongs to the French.

The second tier powers below the French may have some tech that is cutting edge - especially space military stuff, but general manufacturing TL remains slightly lower.

The Earth/Cybertech sourcebook makes a lot of cutting edge technology available for the cyberpunk crowd, but much of it is illegal and of foreign manufacture.
