I like it too. One thing I liked about the Champion super hero system was everyone had an equal total point character to start with, but could spend it as they liked. But, I also like a bit of randomness included as well. My modification to this Traveller Plus system is as follows:
1. Stats: either roll per LBB1 or set all stats to 7 and then have a number of CPs that can only be used for stat improvement. If you use the 7 start method, you may allow PC's to lower a stat below 7 and use those points to raise another stat. Keep the extra cost for stats greater than 10.
2. Modify wealth table to cost nothing at 10,000 Cr. and add 10,000 Cr. per point spent up to 100,000 Cr. (I would not allow anything higher than 100,000 Cr. starting level.)
3. Re-instate rolls for enlistment and allow using CP to modify the roll.
4. Allow PC to choose table(s) from the apporiate service and roll 4 skills for Normal and add 2 rolls for each level as per T+ page 7 before spending CPs.
These mods will allow a mixture of random and choosen generation.
