The latter is another great idea for cyborg-adaptation. A similar concept was mandatory for all PCs in the obscure, gonzo scifi RPG Space Quest. They were jacks which allowed PCs to literally plug into ships to operate them:

Unfortunately, I was never able to find Space Quest.
JTAS #22 had a "Computer Implants" article by Andy Keith. He discusses interfacing with gunner, pilot, or navigation programs via computer link. He also discusses skill enhancement. The stuff is ridiculously expensive. TL 14+. MCr 10 for the implant. MCr 2 for the linkage. MCr 1 for a remote terminal. But, it does grant an effective 16 on both Intelligence and Education.
