I use the software list value based on the supposition that you need to use another program at the same time in the lower capacity computers. As far as that goes, how can a type "A" Free Trader with it's standard Model 1 computer ever fire a missle unless it gives up ability to maneuver? The CPU has 2 spaces. Launch & target each require 1 space which leaves no room for maneuver. As a navy man, the last thing I want in a combat situation is to lose the ability to maneuver.
