High Guard edit #3: Re-order hull configuration

Hull configurations are currently numbered, which is fine. But, they're numbered wrong.

Renumber them so that the meson attacks table (I think) can be turned into a task, using the hull configuration index as a DM.

In general this seems an excellent idea. What, if any, effect will it have on combat? Will the system need to be greatly revised?

So far, none of the edits I've proposed actually change High Guard. Therefore, I simply call them "edits".

Other edits I would like to try classify as "destructive", in that they change the rules, and tend to invalidate existing designs (a bad thing usually).
 
This gets us partway (only partway) to meson gun attacks being tasks:
