Welcome to the new COTI server. We've moved the Citizens to a new server. Please let us know in the COTI Website issue forum if you find any problems.
We, the systems administration staff, apologize for this unexpected outage of the boards. We have resolved the root cause of the problem and there should be no further disruptions.

As to the other comment, I don't know what arts you studied.... in the one I'm thinking of (Aikido, as taught by my old Sensei William Bickford), it took 4 years of serious training at about a minimum to get a Dan ranking. It might be argued as L3, but could equally be argued as L4.
Exactly. 4 years is what it takes to get one level in LBB2 training. Maybe with a master tutor that could double. And, if the trainee started at skill 1 from his JoT roll on table 2...
But seriously, a +3 in CT combat isn't like a +3 on a 20-sided die roll. For the basic combat 8+ to hit, a +3 changes your odds by 15 out of 36, which is +42%, equivalent to a +8 in D&D. This is the main reason why I say skill-3 is mastery in CT, with higher levels seldom attained.
