There is no such thing as a sector duke title. Delphine in Duchess of Mora and is considered to be sector duke for the Marches, but that is not an official title, rather a first among equals.
If Deneb was a subsector in the Deneb sector there would be a duke of Deneb, but the system Deneb is not the subsector capital.

You're right - I'd forgotten that Deneb is in the Usani subsector.

I also shouldn't have capitalised "sector" as it isn't a specific title. However it is a position, usually (but not necessarily) filled by one of the subsector Dukes.

Deneb and the Spinward Marches (ignoring those sectors where most of the subsectors are not Imperial) seem to be the exceptions in the 3I where no sector Duke has been confirmed/appointed before Norris becomes Archduke. In the Spinward Marches, Delphine of Mora is indeed to preeminent subsector Duke and considered to be the sector Duke; in Deneb, prior to Norris becoming Archduke, none of the subsector Dukes had become preeminent and none would acknowledge another as being sector Duke.

Which takes us back to any Duke of Deneb having to be after Norris' elevation to Archduke.
 
I'm considering jumpspace shenanigans for my campaign (spurred by some of the Abyss Rift ideas in various Mongoose Traveller 2E supplements), and came back to the source of the Jumpspace Institute. As my campaign is set in 1100 (currently), I would like to find a way to incorporate the canonical info while letting me use the Institute. And it occurred to me that, while Deneb is in Usani subsector, it is quite feasible for Deneb to have a planetary Duke. While he wouldn't have the resources or pull of a "Sector" Duke or a Domain Archduke, he'd still have vast resources of a planetary ruler with 5-6 billion subjects.

"Deneb (Usani 1925) is the capital of the Deneb sector. It is an average-sized world with a dense atmosphere tainted with the by-products of its extensive industrialisation. Of the 6 billion inhabitants in the system, just over 5 billion live on Deneb itself. The remainder live elsewhere in the system, on various planetary or moon-based cities. Technicians are the ruling class on the world. They are distinct from the Duke of Deneb, an Imperial official and head of the sector government (NOTE: this is from an 1120 Library Data item, so after Norris' elevation). The local government of Deneb must answer to the Duke on Imperial matters.

With the tax base of 6 billion sophonts and a Tech Level of B, it seems plausible that a planetary duke could start an educational institution that gains traction on the Imperial stage, especially if it makes a few early discoveries or otherwise captures the imagination of Venture Capitalists (or the Imperial equivalent).
 
Sounds like a research grant for some graduate students to work on at a university, rather than a government program for cutting edge research that's meant to be kept confidential for commercial/military advantage.
