Not included. _Solomani_, p. 3 states:
"When the Ancients' civilization collapsed (...), some of the humans they had
with them survived, with each adapting itself to the world it was stranded on,
and becoming a new and distinct subspecies of _Homo sapiens_. There are
currently forty-six known and identified human subspecies within explored
human space."
Take that together with the chart "Linage of the human races" on page 2. It
clearly shows all 'Other human subspecies' diverging at the time of the
Ancients' Intervention.
To clinch it, _Regency Sourcebook_, p. 79 has the following Library Data entry:
"Minor Human Race: A human society planted by the Ancients during the period
before -300,000 and which developed separately from other human-inhabited
worlds until it was eventually contacted by a star-faring society. Thus the
Sword Worlders and inhabitants of the Islands subsectors are not a minor human
race because they were not planted by the Ancients, although they did evolve
their own societies while separated from the mainstream of human society.
Likewise geneered races like the Jonkereen are not minor human races."
