Naval Base to Depot

It seems like Naval Bases and Depots lie on a continuum, much like Starport Classes. Consider the capabilities of Naval Bases and Depots:

"N" is typical of naval bases; however, there are perhaps more capable naval bases. "N2" bases conduct research; the only example I know of for this base was HRD back when it was first built. The "N3" bases include a mothball facility; the example of this one is Trin. In both these cases, the naval base could be considered more than just a typical naval base: they are partway to being proto-depots.
 
According MT:RS, the Depots are whole systems devoted to Navy operations and other matters.

IMHO, to be seen as such, a system would need some specific characteristics:
  • Starport A (they must be able to build ships)
  • Government 6 (they are under Navy control)
  • TL 15 (Navy's)
  • Amber/Red zones (they are quite likely to be restircted to civilian traffic)
Curiously enough, none of the Depots listed in RS page 34 has those characteristics (though Solomani Rim Depot only lacks the Amber/Red zone), many even being quite low in starport and TL...
 
Why does everyone always miss out these:
lmperial Way Station. A base established for the repair, maintenance, and
overhaul of lmperial equipment. It may include provisions for Army troop
barracks, naval and scout ship overhauls, and intelligence operations.

And since I am quoting stuff:
NAVAL DEPOTS
Distinct from the naval base system is the naval depot. Comparatively few in
number, these depots serves as focusses for naval efforts, supplying entire fleets,
providing construction and repairs, and producing prototypes of new ships.
Naval depots serve as huge harboring areas for ships, materials, and personnel. As
depots cover large parts of a system, there is no distinction between orbital and
ground berthing. As with a naval base, there is no limit to the number of ships that
may be placed around it.
Though capable of repair and maintenance, the depot's main function in peace
is the testing and design of prototype ships. The design staff is the cream of the
naval architects in the area, and they constantly strive to produce efficient ships,
given always the constraints of budget, time, technology, and bureaucratic supervision.
Prototypes may be built at the depot prior to the letting of final construction
contracts. In time of war, the depot's construction yards are often pressed
into service for the production of military ships.
Security is vital at the depot. Toward this end, an extensive array of both
entry and exit codes have been established and a large contingent of marines and
security system defense boats are stationed with it.
Facilities and personnel exist at the level where they may handle large fractions
of the fleet at any one time for repair and resupply. The naval depot itself can be
isolated from outside contact for up to years at a time without serious setbacks.
There are no naval depots within the Spinward Marches.

Yes, Scout Way Stations are reserve Navy bases too. Tehy are told to fall under Navy in emergencies to be so used.

MT:RS (page 33) mostly repeats this, but adds this bit:

A depot typically encompasses an entire star system

That's why I think the UWP should be affected by the presence of a Depot, with the lines said in my previous post
 
Not a scout way station, an Imperial Way Station - the former is what they morphed into, the latter (and my quote) is how they were originally written in S3 SM.

The depot quote is from S9 FS.

This is one of the reasons I prefer 'original' canon to 'modern' canon ;) - the later stuff often suffers from the Chinese whisper effect... not to mention 'the author didn't do his research well enough' effect :) :CoW:
