How about games such as rhoulette,craps, or slots; does this fall out of the range of gambling?

Yes I believe they would. As Zutroi mentioned earlier these of games of luck, not skill. A true pro would know this and avoid them. If you have a player who insists on playing a chance game, make it realistic.
Roll five d20, they all have to be 20s to win.

By the way, you wouldn`t mind doing this to my other two classes now would you?
Sniper and Slicer, though you should probably hold off on the Slicer until I get the hacking rules figured out. I could even send you some art work to go with it. I promise it won`t suck, I`m an illustration major after all.
