Agreed, but it's not part of the ship design sequence. Perhaps we could add such a requirement in errata.

Difficult. This system designs everything from mopeds to battleships. For the vehicles and boats, seating is an expressed requirement; if the vehicle is 2.7 cubic meters or less, the driver and passengers sit outside the vehicle and require no internal space. For starships and spacecraft - craft of 100 dTon or over - you skip past the vehicle crew positions and start calculating how many crew you have and how many extended accommodations (staterooms, bunks and so forth) you need. Irrespective of whether you're sitting outside it, have assigned seating, or are getting your seating carved out of stateroom space, the control panels, add-ons, and computers are the same size.

Hard to argue it into assumed seating space when the boats have a specific requirement for seating for both pilot and gunner.

One thought might be to set up a step 9b under the Bridge section, asking the designer to go back to step 6 and provide for seating for the bridge crew, engineers, gunners, and command crew. Maintenance staff can be assumed to be standing and moving about the ship on their assignments, as can stewards and ship's troops. Medics - there's no actual provision for infirmaries, one carves them out of the available stateroom space, but it might be a good idea to require single occupancy full staterooms for medics, allows a little extra space for an exam room. (I usually require single occupancy full staterooms for command staff.)
