the "free space" on plans is actually cluttered by piping (such as one set of fuelling/ feedingr piping per tank and inter tank transfert piping) water reclamation, ventilation and wiring of all kind and auxiliary machinery and workshop station (valuable tools stored)to perform maintenance and emergency repairs. You do not want stevedore to wander into your engine room to handle cargo and no Chief approve of cluttering the working space with non work related material.

Furthermore, some dues are no doubt based on "commercial size" (net tonnage nowaday, and some regulations on magic numbers (285 ft bp or less= 4 wt bulkheads, so you must have a damn good reason to call for 290 ft and the cost of a fith WT bulkhead). LLB gets the round up magic. why 200 and not 202?

Finally, that is the whole issue of "standard built". You are never optimized for more than one trade, but it is cheap, it can be maintained or repaired in any yard and the part are likely in stock (I gave up on my russian Niva when I had to get some parts -consumable not availlable in scrap yard such as brake pads- from Russia, twice the price and one month delay). I shifted to Jeep and never had a part problem thereafter. You want to make a mail safe in the "spare space" of the engine room? Neat, ok, loose the standard construction bonus because the fitting arrangement have to be reworked and certified by a naval architect after testing every thing that in the ship is linked to the powergrid or the plumbing.

Now there may be already certified variant, using the space for fuel tank and offered with very little specific parts. This may e a reason why there is "waste" space in the basic hull design, to allow a modicum of adapted variants to exist.

Free space is more overhead that's deducted from listed ship systems, most noticeable when addressing accommodations.

You could account for costs from per tonne price of the hull for the plumbing, especially if you assume that the gas tanks are just empty holes.
