Oceans are big; at that scale it needn't be "hyper" algae. Seed the oceans with algae, make sure there is enough N,P,Fe,Zn,Co, etc. in the water. Then start using some of that biomass, along with lichens and fungi to build up a soil structure for insects and more complex plant life.
