Starship Encounters table, TTB p75

Is it me, or does the Starship Encounters table have errors?

Seems that at starports C-D, the max roll is 13, yet there are entries for 14 (and C has an entry for 15).

Perhaps naval bases were possible at class C starports, and scout bases were originally DM+2 and naval bases DM+1, in the 1977 LBB?

Page 75, Starship Encounters Table (correction): Since naval bases can only be in systems with class A or B starports, the C and D starport columns of the table should have no entry for rolls of 14 or 15.

Edit:. Looking into it a little further I see Starter Traveller and Basic Book 2 (1981) both have the same table and associated errata.
