I'm confused about the Target Memory guidance system requirements about needing a homing and a tele-guidance system, an operator guidance system is not required.

The confusion is over the tele-guidance system which requires the operator guidance system of a radio.

How can an operator guidance system not be required?
 
The description of the system is in Book 1 under Tac Missiles. The teleguidance part represents the camera in the missile's nose. There won't be a gunner component - only the missile's.

Striker Book 3 DS 9 page 22 Step C 2: Teleguided missile and launcher states that must also include a radio guidance system.

Striker Book 3 DS 9 page 22 Step C 5: Target Memory states that in addition, the missile must also contain a homing and a teleguidance system; an operator guidance system is not required.

Step C 2 Teleguided clearly requires a radio guidance system which is an operator guidance system.

Putting a teleguided system in a target memory system means that a radio guidance system is required.

I'm heading to bed and maybe by morning I'll get the concept down.

Correct, if you are building a teleguided missile.

Correct, no radio is required since those are only added to operator guided systems as the teleguided missile shows.

No.....Target Memory missiles need a teleguidance system from the chart for teleguidance systems on page 13 of Book 4 with no radio added to it, a homing system (1 kg & 300Cr. at all TL's), and a target memory system from the chart on pg 13 of Book 4. No operator guidance systems are required per the rules, so no radios should be included.

So you need all three components to make up the guidance package, but no communications equipment for either the launcher or the missile because there is no communication between the missile or the ooperator.

A teleguided missile has a video camera in the nose. It feeds images from the camera back to the gunner through the radio link of the radio guidance, and the gunner uses the images to keep the missile on target, feeding instructions back through the radio guidance

In a target memory missile, the teleguidance unit instead feeds those images to the target memory module within the missile. The target memory module is the brain of the missile. It takes the image from the teleguidance package and uses that to keep the missile on course. The teleguidance package does not need a radio guidance because it does not need to feed information back to, or receive instructions from, the gunner. It's getting instructions from the target memory module instead.

A target memory missile is a fire-and-forget missile. The gunner locks it on a target and, once launched, the missile "remembers" the image of the target and tracks on that, needing no further attention from the gunner.
