So, since TCS is effectively void, what are the "go to" rules for determining planetary/system budgets for things like armed forces and such?

For any edition. Pocket Empires? Something else?

There is no formula. Look at the different countries on Earth and the % of GNP spent on defense to see why I state that fact. It is ENTIRELY situational.
 
Borrow the economic and trade rules from another game, like Hearts of Iron, and adapt them to Traveller.

Laissez faire consumer economies, and authoritarian command economies would differ in potential and actual output.
 
Personally I do a mash up of Striker's spending guidelines and GT:FT economics, though to be honest its not that different from 100% Striker.

GT Far Trader has calculations for GDP. It's as far as I know not de-canonised.

As Vegas says, that plus the military percentages from TCS are the best information we have, at least as guidelines.
 
The CIA has revised its World Factbook site, but it is still usable. That would be a good starting point to get some idea as to how much money might be spent on the military. It does give the government type as well, which is somewhat usable with the Traveller types. Other sites have older versions of the book for those who would like to use it without being online. It is located here.
