As far as I can determine, the TNE core rulebook was only ever published in softcover format, both independently and as part of the deluxe boxed set. Was it ever published in hardcover form?

Not that I'm aware of.

GDW published very little in hardcover: The Traveller Book, and Space 1889 are the only two hardcovers by GDW I'm aware of.
