I have Psion. I disagree with its numbers. If you really need to fit those numbers together with prior sources I suppose you could say that the tech levels in Psion are the lowest tech-levels at which it is theoretically possible and the (much higher) levels in other forms of Traveller are the lowest Tech levels at which it was actually done in the OTU. I doubt I would bother.
My other 'restriction' concerning matter transporters would be concerning how the system operates, not the 'science' involved but the hardware.
I never had such devices IMTU but had I done so, it would be a two machine process, a 'sender' and a 'receiver' needed for a successful movement of cargo or personnel in that fashion.
Mind that not to be taken as requiring two separate systems aboard a starship or an orbital facility, simply that the device broadcasting the decompiled 'matter-stream' should not be independently capable of matter reconstruction at a distance.
I would limit that sort of function to a like device of a higher tech level or simply one that's size would preclude it's installation aboard a starship of less then X tonnage.
Myself I prefer not to integrate elements of Star Trek into Traveller that obscure or compromise it's own unique feel and flavor.

An author who's name I cannot recall, had an interesting take on matter-transporters, quite horrific actually.
In his short story the 'science' of making such movement possible was a matter (no pun intended) of 'balance' at the receiving point, if a man weighing 100 kilos left point A then at point B 100 kilos of living mass must be 'available' for his safe arrival at said destination.
So convicted criminals were used as 'volunteers' to provide the living flesh and bone upon which an arriving traveler was so 're-incorporated'. If the inbound party was not met with an exact match of mass then both parties died in the process in quite a messy demise.
Should anyone recognize that tale please inform me of the author's name as he also pens an alternate Earth-type horror-SF series I much wish to again read.
