I've been looking closer at some of the Standard Ship designs in the Traveller's Handbook, and it seems that the designs which do not have weapons included in the standard price are usually underpowered and over sized once weapons are added.
The designs without included weapons tend to have power plants which are just enough for the maneuver drive and jump drives, but make no energy requirement provisions for adding lasers as armament. As a result, the ships can only fire lasers if no maneuvering is done, and, in some casees, the ships can mount more lasers than they can fire.
The designs also tend to not allocate space for turrets even though hardpoints and sometimes turrets are specified. As a result, a ship with weapons added will be over the nominal hull size.
How are other people handling these omissions? My first temptation is to basically ignore them for standard designs and assume that the ships can power any mounted lasers and that turrets with weapons don't take up the additional space.
