So, we know that the IISS uses UWP in-story. It's a quick classification system that gives you the details of planet's identity.

What's the in-story use of a UPP? Does the Imperium keep a database of everyone's physical attributes, IQ, educational status and yearly income/titles? I mean, how would they keep track of that? Yearly physicals? Census reports? What would it be used for?

Yes, very large computer arrays and data storage, every four years for exams, yes, and may I please see your Census Bureaux Creditials before we discuss uses, gentlebeing? :cool:

Given the size of the Imperium in the OTU, any data at Capital from the outer fringes of the Imperium is going to be at least a year out of date, and therefore pretty much useless, aside from keeping Imperial employees busy. I say at least a year out of date, as most planetary data will represent a year or so time lag, if you are dealing with large populations, so Capital's data could easily be two years out of date or more. Anyone care to make decisions based on data that old?

And if you are looking at asteroid belts or low-tech planets, such a planetary data base may not even exist.

The only reason for non-player character UPP is to figure out what the NPC might be able to do, assuming he/she is not there to provide an idea of how the death machine works this week.

Have you seen The Astral Splendor and Wreck of the Tereshkova yet? Both are OV adventures (Splendor also has a big list of NPCs).
