encounters, definitely. specifically temporary npc's. the guy behind the counter, the pilot in the next ship over, the dockyard worker loading the cargo, the bureaucrat certifying your boat, the strange woman looking down on you from three stories up, the guy in the back alley watching you as you walk by. they're not all important, but if the players suddenly interact with them it's nice to be able to hit a button and have some kind of personality/history/motivation set to work with that you're not forced to make up on the spot (with your own biases, prejudices, low blood sugar, etc weighing in).
oh hey, the guy behind the counter was a marine, oh and dishonorable discharge. do I want to use that?
oh hey, the pilot is an alcoholic. do I want to use that?
oh hey, the dockyard worker is an ex-con, oh and recently too! do I want to use that?
etc. sort of like a nsa/cia/mossad/gru database lite, in reverse. wouldn't have to be complete, just a number of relevant and connected suggestions.
maybe the same for plants and animals.
oh, and three button hits max. don't want to sit there typing in the middle of a game.
