It seems a straight forward question, but the way law levels and governments are described there's really a lot of wiggle room. How would you rate them? Here's some I rated:
US: Gov: 4/8 Yes, the US has a representative democracy but on a daily basis people deal with a civil service bureaucracy that runs the government.
LL: 4/5 It depends on exactly where you are in the country. Some places allow concealed carry, others don't. Of course it might go up to 6 depending on what other legal aspects you look at.
Japan: Gov 4/8 for the same reasons above.
LL: 6/7 You can get weapons in Japan with permits. The requirements are pretty strict. Some other aspects go as high as 8, maybe 9.
Germany(today): Gov: 4/8 LL: 6/7 Again you can possess weapons to some extent. Some aspects go up to 8.
Germany (Nazi): Gov A/8 LL: A. While the weapon aspect might put it at 7 or 8, the fact that movement was controlled by 1942 and there is a secret police etc., really puts it at A or more.
UK: Gov: 4/8 It isn't a monarchy because the King / Queen is not head of state in reality. They are just a figurehead.
LL: 7/8 This is due to the strict gun control laws but you have to factor in the now widespread use of surveillance cameras and such too.
Cuba: Gov: F/9 Yes, there is a Oligarchy (the Castro family) running the country but the day to day operation is a civil service bureaucracy that doesn't answer to the public.
LL: E Secret police, informants on every corner, political repression.
Saudi Arabia: Gov: D While there is a king, the real power is held by the House of Saud as a whole and through religious Mullahs who exert considerable influence.
LL: E The government is repressive. Justice is often one-sided and brutal. There are religious police everywhere controlling things.
India: Gov 8. The country is really a civil service bureaucracy more than anything else.
LL: 8 There is repression of some minority groups. Slavery is tacitly allowed although it isn't called that. A caste system is still used to some degree.
China: Gov: 9 The nation is really run by an impersonal bureaucracy. The head of state heads the bureaucracy for all intents.
LL: 8/9. Repression does exist. Laws like how many children you can have are in place. Political dissent is not allowed. Control of information is done by the government.
N. Korea: Gov F. There is a single dictator that has god-like status. His popularity is often forced rather than real.
LL: J Every facet of life is controlled to some degree. Justice is completely arbitrary.
This makes for an interesting exercise, as it gives you some perspective on what a system / planet would be like in the game.
