World Creation - Population Question

All these creative ideas are good - but you'd really be talking about an alternative TU. Basically, such a world is special enough that it shouldn't just randomly result from the world generation rules.

I tend to disagree, I think the random tables are where it should be. Yet it certainly will be an alternative TU as the canon ones don't need random generation.

I like the oddities as they inspire creativity. I certainly ignore results and tweak but I do try to work with the randomness. Alas, I think is has been 20+ years since I last used the tables, I'm still use the Sector I generated in 1979.
