I received a copy of ISS Ship Files in a stack of Traveller I bought a while back, I had no familiarity with it, but I really like it after I paged thru it. The Heyan Rose is one of the designs that stuck out. I did a have a few quibbles, I wish the cost was in the ship's Specifications, as is you have to flip to the back of the book to find it in the High Guard Statistics Section.
I also would have designed it as either a 400 ton Tug with a 400 ton freight module or a 200 ton tug with a 400 ton Module, or 2 * 200 ton modules.
I think you'd end up with something like this:

It's a bit over fueled, It should only need 70 tons, 10 for the plant and 60 to go J-1 with 400 tons of cargo, but that gives it a bit of reserve. and you can get J-3/3G/3EP with it unloaded, needing 90 dTons, If my math is right.
