General Anyone ever given the "Diplomat" career field the High Guard/Mercenary treatment?

For security purposes, you probably want to use your own nationals for most jobs, unless the hosts are close and reliable allies.

That is a very-real, real-world truth. In practice, you use as many local nationals (or Third-Country Nationals or TCN) as possible unless at a truly icky high/hostile counterintelligence threat locale.
 
Well the 2884 FS-01's on the board would love to hear more about the Specialists... ;)

Was that sarcasm or merely irony?

In general, some of the Specialists start at lower FS grades (Classes) than do the Generalists; notably the Office Management Specialists (OMS, previously called "Foreign Service Secretaries"); who also top-out at only FS-02 (Class 2), and OMS positions at this grade are fairly rare. Likewise, there tend to be fairly few Senior Foreign Service (SFS) positions in the Specialist career-fields and those would be filling headquarters/management positions rather than at embassies or consulates.

And I seem to have overlooked that there are three more (lowest) FS pay grades or classes below the "Junior Officer" class of 4 thru 6:

Class 7 (FS-07)
Class 8 (FS-08)
Class 9 (FS-09)

These would be the entering ranks of administrative and technical (A&T) staff such as Foreign Service Specialists (FSS) as well as diplomatic family members filling positions authorized for them to encumber.
