Archduke of Deneb

Was the position created at the time Norris received it? I don't get the impression every four sectors has an Archduke.

While it was assumed that Strephon was planning to elevate Norris to the new position of Archduke of the Domain of Deneb, Norris used his supply of Imperial Stationery to appoint himself to the post in Strephon's name, predating the appointment back to 1114.
It sounds as if GURPS Traveller also has him as "1st Archduke of Deneb (1st Creation)", in that timeline invested by Strephon.

But history of the Domain says that the position was unfilled since the First Frontier War.

The Domain of Deneb was created by Empress Jacqueline I in 588, but no Archduke was named at the time. Her assassination at the end of the 1st Frontier War (604) by Admiral Olav hault-Plankwell, who subsequently proclaimed himself Emperor Olav I (beginning the Imperial Civil War and the succession of Barracks Emperors) led to concern over High Nobles with extensive territory and civil/military power after the resolution of the Civil War. As a result, exiting Domain titles were allowed to go into abeyance when the line of heirs failed, and the Domain-level civilian authority in the military command structure was discontinued, effectively removing the Archducal political power. The Domain of Deneb as a result never had an Archduke appointed until Norris, the 1st Archduke of Deneb.

Norris self-promoted via Warrant. Emperor Strephon reinstated the Archduchies; he was going to appoint Norris, but died before the formal doing of it. So Norris, having obtained the warrant from the crashed ship, self promotes and uses the warrant to get it locally promulgated just ahead of the notice of the assassination.
Lots of in character narrative in Survival Margin.

It's worth noting that the domain existed sans archduke for centuries. Many of the domains were administrative only until Strephon's reign.

Prior to Emperor Strephon, we had:

* Domain of Sylea - Imperial Family (Alkhalikoi)
* Domain of Vland - Tauribi Family
* Domain of Antares - House of Soegz
* Domain of Gateway - Erechs or Minomoru Family
* Domain of Ilelish - (in abeyance)
* Domain of Sol - (in abeyance) *
* Domain of Deneb - (in abeyance/title unestablished)

* Admiral Arielle Adair was apparently made Archduchess of the Solomani Rim (Ceremonial title tied to regional peacekeeping) at about the conclusion of the Rim War, but her grandson was made 1st Archduke Adair of Sol (proper) under Strephon.
