Yes, for TNE(?) in a publication named Survival Margin(?)... no, maybe... I think there was a similar write-up in Challenge as well. But my mind is in a long day end fog so I'm not too sure about anything at the moment
There has been mention by a few of house rules to do the same as well. That'd be the way I'd go with CT.
Or just referee fiat it in. Wars are good for rapid tech advancement, and/or the opposite depending on the scale and type of war and which side the subject ended up on. So might be new trade relations. I've always pegged frontier worlds, especially Client States, as ripe for sudden swings in UWP, not just TL but Starport, pop, gov, and law as well. Figured it would be fun for the players to visit one and find a sleepy backwater world with real deals. Then they return months later to score more cheap whatevers and find a bustling crowded world in the middle of rampant inflation ala gold rush towns, and they can't afford the cost of a berth, or fuel, or even a decent meal. Never mind getting that low cost whatever to sell for a big profit offworld :devil:
T4 (Pocket Empires) would be pretty compatible I think. Even TNE (World Tamers Handbook) wouldn't require much work to convert I expect. I never had World Tamers Handbook and only skimmed through Pocket Empires though so I could be wrong. I still recall it somewhere else that I did have. I'm thinking now it was in the back of the Knightfall (MT) adventure, maybe? I did have (still do?) that at the time. Not sure where it is now, sold it I think.
I read the initial question and it struck me as odd...
In CT, you get the UWP only for 90% of the worlds in Traveller. So I thought, the only issue with raising a world's TL for most of the worlds we know would be if you fleshed it out first. If you have nothing but a bare UWP then you only need increase the TL stat for that world and re-interpret the trade codes. If you want to take it that step further(Due Dilligence) then you re-examine the apparent trade relationships and influences and perhaps change XBoat pre-existing routes.
Now if you have fleshed out the world(and who reading these worlds has not) then my first question is who fleshed out the world in question?
If this is a world you fleshed out, then you know how it ticks as well as all the ins and outs of the place and you would best know the ways and means that might work. Perhaps this world struck a deal with a higher tech neighbor and they have rushed in to complete their part with training and new gear and industry while suddenly sucking up all the resources and driving non-inhabitant costs through the outer edge of the galaxy!
[A perfect OTU example would be the Inthe(Regina/SM) System. in the 1070's
it's neighbor Paya was hit by a comet!! Many people flooded off Paya and you
can make the case that Inthe was flooded and remains so. So the tech, as
well as the Population and Law Level, are both in flux]
That brings up worlds fleshed out by others.
If you have been handed a world you have to do the work to either figure it out or figure it to a point where you can mandate changes that make your changes sensable.
Each world is only an explanation of how that world fits in your Traveller Universe. So do the nessesary work to explain how it works in your Traveller Universe and enjoy.
