What happens if the EDU DM is negative?

Has the player to forfeit some of the told skills?

I'm not sure how to respond to this other than to say Yes. As more of an answer could be considered Political.

I would just add a Savant skill to MgT.

I like that idea. How would you describe it? Like a Photographic Memory?

I also thought there should be some type of 'Watch and Learn' skill to augment training - subtracting your skill from the time it takes to learn. To account for On-The-Job training and such.
