Okay reviewing how HGS calculates crew I find that it doesn't factor in
engineering backups. Now fixed. Also adds in a recursive function to include the
medical crew in calculating the medical crew and adds in 1 medic per 240 low
berths.
I will release a proper error fixed version once the crew rules have been hashed
out.
