Considering psionics works through a black globe I doubt if clairvoyance, teleportation and telekinesis are affected by a psi shield that only serves to disguise brain wave patterns. - especially since canonically they are not.
That said there may be mechanical/electronic means to scramble other psionic talents, but the artificial psi shield is the only example we have.
If you want to make psionics a major part of your game then the basic CT rules can be expanded - I once did so to run Julian May's universe.
