Using the Ossified Idea of the X-boat system, remember some if not most of these routes were estblished centuries ago. It is very possible that a medium important world on the X-boat line now was VERY important a couple of centuries ago. Then about a century ago, that obscure world 6 parsecs away struck it rich and it is now VERY important, but it has no X-boat link because it is almost impossible to change the system.
"Because we have always done it that way" is a terrible terrible truth, but a truth none the less.
Besides, the Duke of Rhylanor's former mistress is from Echiste, there is NO WAY he is going to allow an X-boat route there!

Submit it with an economic impact study, environmental impact study, guild permission for a wage effect/statement and a letter of recommendation from two high court nobles.

Keep in mind I am the ref that made the PCs wait about the local Palace of Justice for three days with their paperwork from 9am-3pm to get their buddies released form prison after they waited three weeks for a letter of recommendation from another planet called in on a favor.
They had to roll 9+ to fill out all the paperwork correctly then go before an indifferent judge to submit it.

Wasn't there an JTAS article about an "adventure" on a High Law Level World? It had some monstrous flow chart table that you had the players work their way through with lots of little officials and plenty of "Go back to the beginning" boxes. I ran that for my players and I just about had a rebellion on my hands. They finally got their ship back but had to carry a passenger... they were going to space him as soon as they left the planet. I made the "guest" a Droyne Sport and suddenly they didn't want to space him anymore.
As I remember, they missed a monthly payment in there because it took so long to worm their way through the bureaucracy. I would expect nothing less for an Imperial Approval of a new X-Boat route.

"Why don't you just take a look at this? That's right, it's an Imperial Warrant. The Emperor has sent me to cut through all the obstructionism and red tape and special interests. As of Holiday next year you will have a new direct route from here to Regina up and running, or you will be out of a job. Any questions? I didn't think so."
