JoT a feat or skill?

According to the discriptions of feats, you either have the ability or you don't - only skills have levels. The Scout preview lists the JoT as a feat, but in the discription it talks about having levels of this "feature."

Am I missing something?

It can be taken more than once by this class adding to its effectiveness. Someone taking JoT for the first time can use class skills they are not formally trained in as if they had a skill rank of 0. If it is taken again, the character may use class skills they have no training is as if they had a skill rank of 1. And so on.

Not so much the same way, but there are other feats that can be taken multiple times that have such a cumulative effect like Toughness, which can improve your stamina/lifeblood score.
