Well, to make FT Java, Jon D and Dan B needed to get permission from GZG (Jon T). I'm assuming to extend to PP-E or PP-E, you'd need to get permission from their authors as well as perhaps BITS. You could write to Jon Davis and ask him about the possibility... he's a busy guy, but he'd consider it I'm sure.
