Somewhere, somtime there will always be a market for both cheap unskilled & specialists. One of the biggest markets in my campaign for specialists is Stern-Hansa, Die Weltbund's national & monopolistic transport company. Due to
piracy but mostly to inadequacy of training facilities they lacked skill starship personnel.
They make do partially by impressing the crew of
starships intruding into Die Weltbund. Part this
accomplished by clandestine bounties paid to Navy
personnel to turn over pilots, navigators, engineers. Stern-Hansa has also made a deal with
Tuablin, Ltd.(the Beyond sector's most powerful
criminal organization) to supply conditioned, amenable, starship specialists.
Stern-Hansa & the government of Die Weltbund of course, deny this kind of slavery exists.

Another thing you might want to look at, seeing how you are going into a lot of detail about this, is the way Star Trek handled slavery. The Orion Slave Girls were an integral part of the underground of the Classic Star Trek universe. Sexual aspects aside, the way the Orions handled it might give you a little better insight as to how this could be handled in The Far Future. graduates of the merchant academy on Guildheim.
The ship was redirected secretly by its owners,
renamed, issued new papers and sold with its cargo
of cadets to Tuablin. Unfortunately for the slavers some of the grads were members or offspring of members of the Dark Goddesses corsair
group.
