Robots of Charted Space (due out within the next few months, as I understand it) contains information on playing robots (both AI and non-AI) as PCs. It does address the question you've posed, and leaves that up to the Referee to implement as they see fit. (My goal with that section of
Robots of Charted Space was to provide Referees with choices, and empower them to make the decisions.)
Robots of Charted Space does expand a little on the robot design sequences, adding some hardware, software and various makes and models of robot computer brains, in addition to something like thirty-one different robot design sequences. As it was my first TA, I didn't want to get too radical with it.
Robots Adventures is a sister volume to
Robots of Charted Space. It provides a number of adventure scenarios and suggestions that directly or indirectly involve robots, and includes, among other things, several new robot designs. However, it does not offer any additional rules regarding robot construction.
Once
Robots Adventures is complete, I've already submitted a Traveller Epic proposal of a political nature that I'm waiting for approval from MJD (I was given the informal approval during the initial pitch, but haven't heard any thoughts on the outline I sent him). In addition, I'll be working with Grahame this next month to help him get the
Travellers & Citizens draft complete and to the editors. (He's really close to being done as it is, but Real Life stuff has been an issue. I'm just helping out a bit.
)
Unless there's a big demand for it, though, I doubt I'll provide any expanded robot construction rules, unless my gaming group convinces me to put together a Cybernetics and Medical Technology proposal, and I can sneak them in there.
(Or if Martin says something akin to "Can you do a 'Robots of X' supplement for us?")

BTW, after the TE, I will probably submit a proposal for the
Rimward States Sourcebook for TNE 1248, unless someone beats me to it, or Martin tells me he'd rather get more adventures for now.
