The paragraph makes it sound like anything TL11+ is very rare. Isn't the Imperial average TL about 12?
Possibly change that part to read,
"...appear at TL9-10. In the OTU, the Imperium contains worlds up to TL15. Higher technology is possible, but is possessed only..."
