The maneuver drive is TL7 so acceleration compensators are available then.
It is possible in HG to build a 1999t TL7 spacecraft with md 2, agility 2, armour 7, armed with missile, laser and sandcaster turrets and/or a single 100t missile bay.
At TL8 you are still limited to 1999t but can now have md 5, agility 5, armour 8.
TL 9 if your first jump capable warship up to 4999t, j1, m/a 6 etc.
