I'm now SOC-11. Why am I not a knight?

Because those are T20 social levels. SOC 10-11 = average = CT SOC 7.

I think you need to be SOC 16 to be a knight. I know SOC 14 isn't enough.

Of course, the introduction of the Moot made the whole scheme moot.

It's complicated, and knighthood is a special case. As a knight you are expected to physically intervene, to defend this forum, should its existence or its mission come under threat. Technically this applies to all noble titles, but since higher ranks come after the candidated has promised solid financial support the oaths of protection are usually waived. CoTI is not a paramilitary organisation after all, whatever rumours might say.

The highest ranks require the promise of safe haven in and transportation to other star systems, neither of which are currently feasible with our technology. I can only presume that such promises are purely symbolic in nature.

Since AFAIK T20 is the odd one out in this, maybe citizenship Soc levels are something else that could be looked at by the new (non-T20) administration - in due course, naturally. :)
