Do you mean as part of the inventory of a standard design starship, or do you mean as a standalone purchase? To my knowledge, the cost of standard small craft are discounted at least in the former case; the full cost of an air/raft in a Type S scout/courier and the full cost of a lifeboat/launch in a Type R fat trader/subsidized merchant are included as part of their respective standard design starships’ costs, and the full cost of a standard design starship receives the 10% price reduction. (Note that the Consolidated Errata could have relevant information on the costs of small craft and starships.)
