How do you post a poll?

How do you post a poll here?

I believe user created polls are only available in the "Imperial Scout Surveys" forum. If you don't see the "Post a Poll" option in the "Additional Options" under the "Post New Thread" then it can't be done for that forum. Polls may be enabled in some other forums (I don't recall) but it is not active for The Lone Star.
