Penetration Factor

Huh, CT has those negative mods at close and short ranges, may be a more accurate model then we thought!

If one wanted to do that in Striker, one could create an extra range, close, that is to-hit at 6+ or 8+, but has reduced pen then effective range.

The accelerator rifle with the gyrojet rounds is a good example, has more pen at long range due to the rounds not reaching optimal velocity until then.

To clarify, they're talking about penetrating hard things, not soft things.

As to the rounds susceptibility to instability when penetrating things at short ranges, this is actually a benefit in the urban setting as it can reduce "over penetration", which is the concern of what happens to rounds that miss their intended targets and go flying through walls. It's one element as to the rise of the adoption of the round in local police departments in contrast to other popular sub machine-guns that typically employ the 9mm.

Few rounds are explicitly "safe" against over penetration, but some rounds are "safer" than others.

The way I handle hollow point rounds is reduce penetration by 1-2 but give them an auto blunt force +1D.

So, devastating to unarmored opponents, but will likely stop better with regular building construction, and will still put a hurt on conventional armored foes.
