Proto-Traveller: Cassian Subsector

This is a (basic) subsector for Proto-Traveller, which could be set spinward to the Outrim Void or rimward-trailing of the Solomani Rim. The coreward-trailing half of the subsector is dominated by the Cassian Federation, which at its highest is TL-13 and roughly democratic, while the spinward half is dominated by the Isis Concordat, which is quite bureaucratic and PT-Imperium like. There are several independent worlds, including four (perhaps five) worlds dominated by a minor race between the Federation and the Concordat (though they don't have any interstellar empire; it's just that they are positioned so that neither empire wants to start a war conquering them).

No, not in the subsector, but that's because the two main polities take up pretty much all of the worlds (there's 51 worlds, with only 11 being independent). However, keep in mind that I only charted the one subsector, and that both the Federation and the Concordat are confined to the subsector, so it's up to the Referee to decide (1.) which direction the Imperium is in and (2.) if there's anything around them.

To expand a basic bit: The Cassian Federation is technically a democracy/republic, but to a certain extent it is dominated by a group of "good families" in the fashion of the Roman Republic. Of course, the definition of who is of "good family" is much more flexible than in the ancient Republic (i.e. it is much easier to become one, and to stop being one). The max SOC here is 16, and that's the President (of which there's one). 11-15 is either a member of the Federated Congress (with rank being equivalent to seniority) or family; either way you're either rich, very rich or respected (and you could be rather poor in money but rich in contacts). It would like to join the Imperium a bit, but the Imperium is (quietly) friendlier towards the Concordat, but makes nice because the Federation has a good military (the Navy and the Land Forces).

The Concordat is an imperial bureacracy headed by a Queen (she represents the "motherly" aspects of the government) and her Council. Maximum SOC is 16, and this is restricted to the Queen - there are no Archdukes, although there are planetary Dukes. The noblity are otherwise ranked as in the Imperium. There is a middle class, of course, which provides much of the technical capability of the Concordat. The numerous lower classes provide much of the numerous but average-quality military, for lack of other options.

The Imperium is friendlier with the Concordat, but it can't really afford the price conquering the Federation would exact and is willing to let both drain their energies fighting each other (world 0405 is the main point of contention as it is a prime point on the cluster, and is the point where both meet; this is why it only has a C-class port). As of the date of any campaign set here it is recommended that the two be at peace.
 
That's a pretty crowded subsector -- 62% of the hexes have planets -- and 88% of those have a gas giant.

That's not necessarily bad. But it does seem to be quite cosmopolitan, if I can use that word. Cozy? Busy?
