The scale ranges from -4 to +6. Worlds with negative importances are automatically scored a Zero. (Note that average worlds naturally score an importance of Zero).
Scoring helps a pocket empire decide on growth strategies: it indicates which neighboring worlds might be good to assimilate versus which ones aren't [economically] worth your time. It shows which worlds are worth investing in: turning a class 3 world into a class 4 world is more impressive than turning a class 0 world into a class 1 world; on the other hand, if you want to increase the overall strength of the empire, maybe you want to focus on uplifting five class 0 worlds to class 1 status, rather than betting all your economy on building a single megasystem.
The "importance" rating is an aid for development, to be used in conjunction with an already existing Plan.
For example, Cassian would probably benefit overall by assimilating 0105, and Isis would benefit strategically and economically by taking 0506.
