Uh, you do realize, of course, that the Isis Concordant is completely screwed, right?

The world of Cassian alone has more population that the Isis Concordant, at an almost two to one ratio. It also has a technological edge.

So, if it was the world of Cassian alone against the whole of the Isis Concordant, Isis would be in serious trouble, but might have some hope. Not much, but some.

However, that is before including world 0603. It has TL D and has 60 billion people on a highly industrialized world. Quite frankly, 0603 could probably take on the entire rest of the subsector and win, assuming it had an A starport. With only a B starport, it could probably keep the rest of the subsector at bay until it builds an A starport, then win.

So, unless you give the Isis Concordant some significant population boost (by at least 10 billion), Cassian can crush the Isis whenever they so desire with a fleet Isis can only dream of and an army bigger than the total population of the Concordant.

Sure, there can be political reasons that Cassian does not do so, but without some population adjustments, Isis exists at the whim and sufferance of Cassian.

You're not being a party-pooper. Just as Proto-Traveller is a concept we're trying to prove, this subsector is similarly a prototype that needs to be proved as well. And it's a good first stab.

I do think Isis might need to

That said, does anyone have additional suggestions? Personally, I'd like some of the nonessential systems vanish, and I'd like more systems to not have gas giants.

Rather than pick and choose, I would probably prefer randomly deciding which worlds go. This means a random hex number generator. Naturally, Cassian and Isis are immune from this process.

To address my issues, I would suggest the two following changes:
- Change the population digit for 0603 from A to 8. This leaves it still important (it is a starport B, pop 8, TL D world), and keeps Cassian as the most important world in the Federation.
- Change the population digit for Isis from 6 to 9. This makes Isis a hi-pop world that fits running a multiworld empire. This also makes the Concordant higher pop than the Federation, giving a classic pop vs. tech conflict.

Those two changes would wipe out my concerns.

The two population changes are set. So that outta satisfy daryen. Though he'll have to name 0603 now. ;)

I'm afraid rob'll have to say which systems are nonessential (and I didn't deliberately set it up for so many systems, that's just the way the die rolled - in fact, I decided not to include a few, I think).

It shows which worlds are worth investing in: turning a class 3 world into a class 4 world is more impressive than turning a class 0 world into a class 1 world; on the other hand, if you want to increase the overall strength of the empire, maybe you want to focus on uplifting five class 0 worlds to class 1 status, rather than betting all your economy on building a single megasystem.

The "importance" rating is an aid for development, to be used in conjunction with an already existing Plan.

For example, Cassian would probably benefit overall by assimilating 0105, and Isis would benefit strategically and economically by taking 0506.

I like it. So: even though 0105 and 0506 want to retain their independence, the Cassian Federation is courting 0105 and the Isis Concordat is courting (possibly planning a coup on; this gives me an idea) 0506 although this world has been notoriously stubborn.

But what're the red and green lines? Communication routes?

Two more comments after looking at the map again:

- Planet 0601 has a starport of "3". That should probably be changed to a letter.


- If planet 0410 is worth putting on the X-boat route, then 0609 should be, too. (Actually, 0609 should be included regardless.)

Regardless, it is looking good!
