Right up until some official adventure or supplement mentions what the official Scout headgear is.I guess Scout Berets are a YMMV kind of thing.
I could have sworn the old LBB Scouts book mentioned the IISS uniform was black. Now I'll have to go see if I can find the book tonight and check if my memory failed me.
The old Paranoia Press: Scouts & Assassins (which predated Book 6) had Scouts wearing Black Uniforms. (And a silver winged-serpent as an emblem).
We typically had a Scout Issue uniform, either a jumpsuit or shirt and pants. It was made from Smart Fabric and had an Armor Value of 1, mostly for tear resistance, and ball cap style head gear.

Was there any detail on the winged serpent emblem?
If Scouts have a military function as auxiliaries or intel types, to me that says they might have berets.
