Two quick TCS questions:

1. Does TCS cover how many tons a given shipyard can produce in a year?

2. How are the number of available pilots determined?

The formula for shipyard capacity is given on page 33 of TCS. It's based on the planetary population and the planetary government modifier.

Capacity (in dtons)=(Population x Gov't Modifier)/1000

For a TCS campaign, pilots are said to be unlimited, since a planet with enough population to afford a serious fleet will have so many people that getting enough pilots is no trouble. This is stated in the last sentence of the INITIAL FLEETS paragraph on page 32.

One follow-up: Was there a tournament-game thing about limiting pilots, as a means of determining how many fighters your fleet could bring to the table? Or am I imagining again?
